Membership Fee’s.
It’s that time of year again when membership fee’s are due, the fee for 2007 remains at £10-00, please complete the enclosed form and return to Simon Law as soon as possible.
Membership Incentive.
It is starting to work there is at least one club member that will have free membership for 2007.
The idea is to get more people to become members of the club, the mechanics of it are, for current members to introduce three new members in 2007 who pay the membership fee and the member introducing would get free membership in 2008. How about you having a go.
AGM and Awards Presentation.
As you will see from the enclosed form we are trying something slightly different for the AGM and Awards Presentation by running them on separate evenings.
Awards Presentation and Buffet on Wednesday 31st January 2007 at 9-00pm.
Annual General Meeting on Wednesday 21st February 2007 at 9-00pm.
PLEASE TRY YOUR VERY BEST TO BE AT BOTH EVENINGS.
Whilst on about the AGM if you are interested in serving on the Committee for 2007, or in fact coming to a meeting or two to see what happens at committee meetings please talk to any current committee member about this.
Trophies.
If you are in possession of one or in fact several of the club trophies now is the time to take them off the shelf or take them out of the cupboard and clean them up, so that you can return them to Simon Law to be presented at the awards evening.
The Philip Brooke Memorial Shield.
Nominations are invited for the above award. The award is presented annually to a member of the club who, in the opinion of the club officials has contributed most to further the goodwill and fellowship within the club.
Nominations must be in writing and signed by two club members giving reasons for the nominations, and send to the Club Secretary Derek Slater, 85 Howard Crescent, Durkar, Wakefield. WF4 3AN.by the 2nd January 2007.

General Information.
A web site worth having a look at is RallyingUK.com , a web site designed and run by grass roots enthusiasts who regularly participate in club rallying throughout the UK.
They endeavour to provide a service to the club competitor by way of an informative site content to compliment the classified advertising. The trade advertisers on the site are, and always will be, directly related to motor sport and, hopefully, of interest to club members.

MSA Information.
Wales Rally GB has recently signed an extension to the sponsorship agreement with the Welsh Assembly Government that will keep Britain’s leg of the WRC in South Wales until at least 2011.
Licensed Competitors and Officials are reminded that when participating and/or officiating in events not sanctioned by the MSA that the benefits of the MSA’s Public Liability Insurance Cover and Personal Accident Cover as arranged does not apply.
Where such an event is of a type not provided for in the MSA’s Regulations, for example Indoor Karting, the only issue affecting Licensed Competitors and Officials is the absence of the MSA cover.
However where such an event is of a type provided for by the MSA Regulations Licensed Competitors and Officials are reminded of the penalty provided for in B15 of the MSA General Regulations.
The MSA Marshal of the Year Award for 2006 has been awarded to Bob Wright from Leeds, a unique character known extremely well by the motor clubs in the North of England. There can be no more deserving person for this award.
The MSA Motor Club of the Year Award for 2006 has been awarded to Cumbria Kart Racing Club.

Club Championship 2006.
The autotest on Wednesday the 19th July had an excellent entry of 17 competitors (if only this could be the norm), the PCT on Sunday 3rd September was not as lucky with only 6 competitors but they all had a great time which made it worth running the event. The Committee are aware of the problems of running on this date due to our commitment to the ANCC championship, this will not be the case next year and the date will be changed.
Results for the two events above are printed later on in the newsletter.

MSA Information.
MSA Rallies Committee outlines progress on revised K37 regulations.
The MSA’s Rallies committee met to discuss the Stage Rallies Technical Working Group’s proposed
rule change to K37 – the technical regulations for special stage rally cars.
The review and subsequent introduction of revised regulations will align the UK more closely with the
world governing body’s regulations and will help to prevent the potential exposure of the sport in an
increasingly litigious age.
The Committee has established the key principals to allow detailed workings to be complete in time for
presentation to Motor Sports Council in September. After this, the proposed changes will be put out to
consultation, enabling further modification if necessary before the new rules are ratified by council in 2007.
The new rules will not come into effect for new build cars before 1st January 2009. all existing vehicles remain
eligible until 1st January2010 and this will be further reviewed during 2007/8. However, those vehicles defined
in sections (d) and (e) below will become ineligible from 1st January 2010.
Vehicles
a) Eligibility:
i) Cars that are currently or have been homologated in groups A (including WRC) or N or corresponding earlier groups
ii) Series Production Cars
iii) Low volume specialist production cars
b) Minimum weights requirements on all vehicles to be defined
c) Revised wheel and tyre diameters and widths to be defined
d) One off or very low volume cars not permitted
e) Space frame ‘clones’ not permitted
Engines
a) Motorcycle engines not permitted
b) Series Production Engines maximum capacities to be permitted are:-
Petrol
i) 2.0 ltr turbo
ii) 2.5 ltr non turbo 4 valve / cylinder, max. 6 cylinders
iii) 3.0 ltr non turbo 2 valve / cylinder, max. 6 cylinders (including Metro 6R4s to current MSA specifications)
Diesel
iv) 2.5 ltr turbo or non turbo
Categories ii) to iv) align with current FIA Art:255
c) Type of induction original to the vehicle to be maintained
d) Maximum engine capacity increase to be +25% of the largest option for that model
e) Specialist engines i.e. Millington / Hart / Wilcox / QED / Cosworth etc, to be limited to four cylinders 2.5 litre, normally aspirated, with restrictor
f) Power output to be limited to approximately 300 HP
g) Only fuel as set down in Section P of the MSA Competitors Yearbook permitted
Drive trains
Allow conversion from Front Wheel Drive to Rear Wheel Drive and / or Four Wheel Drive within the vehicle structure modifications applied by the FIA for Rallycross, WRC and Super 2000 cars detailed in FIA Art: 279 3 2 2 and Drawings 279 –1&2.
We have had very productive discussions in recent weeks, says John Richardson, Chairman of the Rallies Committee. While there is a lot of work still to complete, we have established the principles that we think will form the basis of the new regulations. We are moving much closer to the FIA’s regulations in many areas, which has to be beneficial for rallying in the UK.
The Stage Rally Technical Working Group and the MSA Rallies Committee believe that this review is timely and will lay the foundations for the future of special stage rallying for the next decade and beyond, in a well regulated, controlled and safe manner. we will take the full proposals to Council in September, after which there will be plenty of time for people to have their input before ratification in 2007

MSA
Information.
MSA Rallies Committee have confirmed that the proposed revision of rule K37 – the technical regulations for special stage rally cars – will not be presented before September. As a result, the earliest date for any regulation changes to come into effect for new cars will be 1st January 2009, a year later than was originally envisaged. All existing vehicles will remain eligible to compete until at least 1st January 2010.
The
definitions of careless, reckless and dangerous driving will be removed from the
regulations from 1st January 2007. In their place will come a new
clause ‘Driving in a manner incompatible with general safety, or departing
from the standard of a reasonably competent driver’. This will remove the
current confusion and potentially overlapping offences, while allowing stewards
to vary the penalty according to the severity of the infringement.
With immediate effect the Off
Road Committee will be renamed the Cross-Country Committee to bring it in line
with current FIA terminology.
An editor has now been appointed to begin the process of rewriting the Blue Book. The first stage of this will come on line in 2007, with a view to a full revision being completed for the 2008 season.
The MSA has announced plans to conduct random fuel testing on stage rallies and other events from the start of next season. MSA eligibility scrutineers will be appointed to events throughout the country to take random fuel samples from competitors. It is a concerted effort to clamp down on the illegal fuels currently thought to pervade the sport at all levels.
The MSA has written to all MSA Stewards to assist them in the implementation of the existing regulations when insufficient levels of officials or marshals are available at events. If manning levels are considered to be insufficient to run the event safely, notice will be given to the organising club to prevent the event from running if the manning situation cannot be resolved. The MSA Steward will advise the MSA of the decision of the stewards and suspend the permit if manning levels cannot be improved to their satisfaction.
The level of cover on some events is a very real concern, especially for the stewards who have to make that judgment call. What the MSA are saying to them is that, should they feel it necessary to withdraw an event permit due to inadequate level of officials cover, the MSA will back them 100%.
The MSA is delighted to announce its support for the inaugural National Motorsport Week, an initiative developed with the Motorsport Industry Association, to be held across the country from
12 to 20 August 2006. The MSA will utilise its network of 700 member clubs, 34,000 licence holders and more than 10,000 volunteer officials to open the doors of motorsport at all levels. All affiliated clubs will receive an information pack providing guidance on how to publicise their involvement in National Motorsport Week and how to encourage the public and local media to get behind their activities.
The concept is a simple one –‘take a mate to motorsport’. Introduce a friend who may be interested but who has never participated and let them enjoy the sport we all love. Whether one friend, two or ten, all we ask is that all those who enjoy motorsport should get involved. Increased participation is simply good news for the sport and the industry. ‘ Just a couple of thoughts for the club web page, I have taken on the task of looking after the rally section web page for the local motor club here in Sweden so long as I am sent the information ready to publish. You can look at www.waxjoms.nu then click on rally-actuellt on the left side.
What they are very good at is being very quick with results etc, so the first page is a news page and is usually updated the day of the event or at latest the day after.
Could members supply me with this type of information, maybe before to say what event they are doing (then I can check the results online myself ), then send me a very short report (and or results after for the few events where they are not available online, eg some single venues). We could include more details of the Club Championship rounds too.’

Club Championship 2006.
The treasure hunt on the 24th May had to be cancelled for various reasons and it was decided by the committee that we would not run any more events on the road in this years championship, we seem to be having difficulties in getting organisers for them and when we do get an organiser very few people want to compete in them.
As this would make the navigators championship non runable it was decided on this occasion we would give the navigators the same points in the overall championship as the drivers on the one event that has run on the road.
We will look at the situation again for next year.
To compensate for the two lost events we will look at running another autotest on a Sunday in late September or early October.

The ANCC Interclub Autotest and PCT Challenge.
What is the Challenge.
The challenge which is new for 2006 is aimed to encourage a healthy competition between all the ANCC registered clubs in the disciplines of both autotest and PCT’s, the challenge is not intended to replace either the autotest or the PCT championships but to run alongside. The purpose of the challenge is to boost the existing championships by getting a greater club involvement and as a consequence increase participating numbers of competitors.
How will clubs be involved.
Clubs will be invited to enter competitors in all the listed events. Clubs may enter as many competitors as they wish in an event, however they will only be allowed to have one team of 5 competitors per event, these will be nominated prior to the start of each event. The scores of the best three competitors in a team will be used when calculating the winners of that event. Individuals scores will still be used in calculating the overall autotest and PCT championship placings. The composition of each team may be varied from event to event.
How will it operate.
There will be a total of 10 events, 5 Autotests and 5 PCT’s selected by the co-ordinators from the existing championship rounds prior to the start of the year. All events will be organised in line with the current regulations for the autotest and PCT championships and the results will be calculated from the index of performance for each individual event.
What will the rewards be.
Each event will have its own prize fund of £100-00 which will be distributed in the following way. Winning team on the day £50-00, second team on the day £30-00 and the third team £20-00, the prize money will be accumulated and be distributed at the ANCC presentation evening. There will be an award made to the club that has won the most events during the year and in the case of a tie the number of second places and if this does not resolve the tie the number of third places will be counted. For these awards to be made there must be a minimum of five clubs competing in each event.

A date for you to make a note of is Friday 7th July 2006, this is the date of the Classic Vehicle gathering in Thornes Park, Wakefield, and once again it is our intention to have a stand at this event, so to try and make it even better than last years very good stand lets see if we can get even more of our members speciality cars on display. The person to contact is Guy Waddington who will be co-ordinating the stand, also members help would be very much appreciated to man the stand on the evening to talk to interested people, and see if we can generate some new club members from the event.

A reminder that we do have an unwritten rule that the first member to arrive at the club on a club night puts the notice board out on display, it has somewhat slipped at present, can we please kick start this operation, after all, the information we put on it is for your benefit so that we can keep you up to date with motor sport news.

SECRETARYS JOTTINGS. (March 2006)
AGM Notes.
Financially in 2005 the situation improved from the loss in 2004 to making a small profit of £49-00 for the year, however it still needs to be improved on.
The chairman stated that the membership for 2005 was up on 2004 and hopefully the membership incentive would improve it even more in the coming year. He also said that the club championship had been an improvement on the previous year but still needed to be worked on for 2006 to get more people involved.
The competition secretary said that the club had a strong band of competing members even though the club was relatively small in comparison with many other clubs, he also said that over the last ten years or so club members have been amongst the award winners of the various ANCC championships each year, last year being no exception and hopefully crews will be trying again in 2006 along with some members out on national events as well.
The chief marshal stated that as ever a difficult job to get marshals to turn out on events including our own championship events, however there is a small band of members turning out on a regular basis which is good to see.

We need your involvement in the events to make them a success, remember, although we get other clubs involved with the events primarily they are put on for Wakefield &DMSC members to enjoy.

To give the club championship a bit more of a competitive edge, as well as having an overall winner of the club championship, we will introduce a further three challenges as follows;
The PCT Challenge, we will award a trophy for the overall winner of the combined three PCT’s.
The Autotest Challenge, we will award a trophy for the overall winner of the combined four Autotests.
The Navigator Challenge, as the overall winner and the above two challenges are obviously going to be drivers this is to give the navigators the chance to win a trophy, and it will be for the overall winner of the combined following events, Navigational Scatter, Treasure Hunt, Economy Run.

A reminder of the membership incentive, the idea behind this is to get more people to become members of the club, the mechanics of it are, for current members to introduce three new members in 2006 who pay the membership fee and the member introducing would get free membership in 2007.

Membership Fee’s.

AGM and Awards Presentation.
Just a reminder that the Club Annual General Meeting and Awards Presentation takes place on Wednesday 22nd February 2006 at Club HQ at 8-30pm (free food will be available), we look forward to seeing you there.
If by any chance you still have a club trophy in your possession from last year, it would be very useful if you could give it a nice polish and then return it to Simon Law, so that we have something to award at the above presentation.
ANCC Awards Presentation Evening.
The ANCC awards presentation evening is on Friday 3rd February 2006 at 8-00pm to be held at Whitcliffe Mount Sports Complex, on Turnstead Avenue, Cleackheaton. All are very welcome to attend.
Entry is free, the special guest will be Fred Henderson of Colway Motorsport and there will be a small auction of items of Rally Memorabilia by Ilkley & DMC in aid of the Yorkshire Air Ambulance.

Social Events.
Just before Christmas Dave Hemingway organised one of his infamous pub rallies and on this occasion got an excellent 12 entries, the event was won by Andrew Apperley, although my information is that his shirt drank more liquid than he did.
Again just before Christmas the club entered a team in the North Humberside MC annual quiz consisting of Dave Hemingway, Pud Wood and Steve Carter and the team finished a very creditable
fourth out of thirteen teams competing. Well done lads.
